Perhaps what would be better is to remove the child who did the inappropriate behavior from the fun activity in order to not reinforce/reward a bad behavior in conjunction with an apology. That makes more sense to me, as talk can be cheap sometimes. Yeah, I have my own kids apologize to each other but they don't always sound sincere.
